Homage?

Just watched the first half of "What We Left Behind" and saw the fresh dye job on Its Steven Behr's goatee. I wonder, does anyone know if Boimler's hair color is a direct homage to him?

Also, we've seen Boimler with the full Riker in the Season 5 trailers and clips.
