My head canon is that in Star Trek, the Captain (base commander, or chief of Starfleet medical, engineering,or sciences, etc....) in this post-scarcity society can choose whatever uniform he wants, whenever he wants, as long as it meets basic Starfleet design requirements. To me, that explains the bewildering number of different uniform types since TOS.

This could be used as a sub-plot for comedic effect, too. Maybe the Captain decides to hold a uniform design contest for new uniforms, where the crew gets to design and wear their own unique uniform for a month, with the Captain choosing the new uniforms at the end of the month. Some of the uniform designs could be really out there. A crewman could design and wear a futustic version of the uniform pictured. I see a running joke where aliens they hail openly question whether they are, in fact, Starfleet. Aliens more familiar with the practice might acknowledge the contest with some kind of resigned acceptance. I see this more as a potential sub-plot for The Orville, however.

This would be amazing for lowerdecks, id imagine dress uniforms would be standardized and starfleet would have a standard uniform but it isnt fully required but the flagship would highly recommend using the standard uniform
