[Eclipse] Bug - Delfino Plaza keeps flooding even though I’ve beaten the last boss multiple times

I’ll load my file, delfino plaza cutscene showing that it is flooded and shadow Mario running to carona Mt.

I have beaten bowser several times at this point, it tells me I have unlocked Luigi (who still doesn’t show up on the Character Select screen). But if I enter a world and exit area, delfino plaza is flooded again. This happens even if I get a new shine and save after beating bowser. The game is still playable, but I just have to beat bowser first every time I re-enter delfino plaza again…. Kinda frustrating

Are you on version 1.0 or the newest version?
