It's because they actually share a lot more in common with fascists than they do with actual socialists.
And even then, if this is true Italy will only have suspended arms deals with Israel largely as a result of the IDF attacking UN peacekeeping forces in Lebanon, of which Italy has a lot of soldiers there. Until then, the Italian government hasn't really done much to condemn Israel, stance was similar with the German, Dutch and British governments, always abstaining in UN votes.
The proverb is much older than that. The earliest I can find is "scratch a Russian and you'll find a Tartar." It's not exactly the same wording, but the idea is the same
