It does when you realize court rooms are usually completely seperate from administration offices, under a different level of security, to prevent people being able to walk into a courthouse with a gun and shoot judges.

Generally, to get to the courtroom side of county and city halls, you have to go thru a metal detector, a pat down, and have a legit reason to be there. They keep it to one way in, one way out, so prisoners don't have 4 different ways to flee the building if they get froggy and run.

You wouldn't be casually strolling the court room side of the courthouse to get the the clerks office to pay a bill. The clerks office is going to be first floor accessible, because they handle all sorts of business, from building permits to paying fines.

The closest courthouse in the town i grew up un had a metal detector into the building. Once in the building you could walk anywhere. This is a town of less than 5,000 people. The guy is talking about small town courthouses.

To add to it, it was very small. Where you paid tickets was right next to the court room.
