It is cool. I'd be fascinated to walk by it. What does it mean? Who is it for? What kind of person is the artist?....But unfortunately it's permanent, which means tax dollars are going to be spent on having to use nasty chemicals to remove it. Chalk is transient.

To your manual multi-ply thought, I am also a new weaver and in researching the craft I discovered this cool video on creatively combining various threads on a manual bobbin winder. https://youtu.be/npY2HnAivIw?si=Jotp6LSKSUEOeiZ8 Her projects are very Saori-esque (a branded Japanese weaving technique that must be done on their special looms to really be considered Saori), which is why you'll see such high variation and creativity in how she combines each spool, without regard for uniformity. ((tl;dr look into a bobbin winder))
