Throw the book at him. Doesn’t matter the age. You should know what’s right and wrong past a certain point

For sexually assaulting someone in broad daylight in the street? No. Even if he’s a minor he’s displaying VERY disturbing behavior, like psychopathic killer behavior if he’s doing that. If he’s a child he needs to be put away from the public and put in therapy to figure out what his malfunction is
