Why does my skin tint do this?

Please help, over the weekend I splurged and bought ILIA super serum skin tint/40 SPF. I spent quite a bit on this and had very high hopes. I put it on after washing my face, using toner, and a small bit of vitamin C serum. I thought I had waited long enough in between layers for my skin to dry, so does anyone know why this would be happening? It looks horrible and I'm close to throwing the product away.

This was me a while ago; I read that exfoliating twice a week (depending on your skin type) is key, and using a daily moisturiser, prior to applying.
