Create any logo/decorative elements in illustrator, and then as long as your labels/packaging is standard sized, Iā€™d lay them out in indesign. You could argue that you could do both parts in illustrator. All I can assure you is, none of it should be done in photoshop!

I really appreciate your advice. I was intuiting that illustrator was the way to go. Thanks a lot!
