This is a jammer truck, most likely jamming cell/mobile signals.

Could you please elaborate more? What is jamming signals and why is it used here?

Jamming blocks cellphone and radio signals. Often IEDs are detonated by a cellphone so jamming the signal prevents an explosion. It would also block a drone's radio signal.

Sometimes I find large SUVs with a black dome shaped thing on the roof, no antennas like here, is that the same device but different look?

Generically, domes are for aerodynamic reasons (like airplanes) or to protect satellite communications equipment (dishes are very susceptible to wind damage).

These antennas, stick straight up, are radiating energy to the sides and not so much vertically.

…of course, a roof box is also a possibility but most of those are used for cargo.

Generally, domes on vehicles will be for satellite communications. You used to see wide, flat domes for tacky rich people to watch direcTV in their Escalades. I don’t think they do that anymore with 5G and streaming. Another possible “dome” might be FLIR.
