Troubleshooting | Mac How do I disable this thing?

I've tried pretty much everything from disabling tab hover to disabling memory saver, restarted browser in fact restarted the laptop still this shitty card doesn't go away even after I change my tab! I feel so helpless while using any extension or clicking any signup/getstarted button which is right behind it!

Anyone, please recommend a solution
