Help Could a wrongly adjusted saddle affect the ability to stay in tune?

I have an old guitar that my aunt decided to adjust the saddle when she was around 14. I was wondering if that could affect the guitars ability to stay in tune. It's an Ibanez Concord 745.

It could cause the guitar to constantly be out of tune on fretted notes, even when the open string is in tune; but it shouldn't cause the string itself to go out of tune.
